CANBERRA, June 29 AAP - Laws to ban junk food advertising aimed at children on television,
the internet and mobile devices will be brought to federal parliament next week.

Greens leader Bob Brown said Labor and the coalition needed to seriously consider his
legislation.

"(They should) listen to what the medical advice says, or look at the economic ramifications
if you can't see the social ramifications of the coming epidemic of obesity in this country
and around the world," Senator Brown told reporters in Canberra on Wednesday.

The Australian Medical Association (AMA) on Monday called on the federal government
to introduce new rules for the fast-food industry, saying self-regulation was not working.

The call came after a study found that children were being exposed to the same number
of junk-food ads on TV despite the fast-food industry's introduction of voluntary rules
about marketing products to children.

The study found the total number of fast-food ads had increased after the industry's
voluntary code was introduced in August 2009, with no change in those for junk food.

But the Australian Food and Grocery Council (AFGC) says ads for unhealthy foods aimed
at children make up a "very small proportion" of all food and beverage ads.

Seven fast-food chains including McDonald's, Pizza Hut and KFC have signed up to the
voluntary code, which set new nutrition standards for foods aimed at under-14s.

FED:PM sets up taskforce for Aus kidnap victim

The federal government has established a consular taskforce to deal with the kidnapping
of an Australian man in the southern Philippines.

53-year-old WARREN RODWELL was kidnapped from his home in the seaside town if Ipil
on Mindanao island by several armed men.

Prime Minister JULIA GILLARD says the federal government is providing consular support
to Mr RODWELL's family and the Australian embassy in the Philippines is working with authorities.

Mr RODWELL and his Filipina wife run a shop in the town.

No one has claimed responsibility for the abduction.

BRISBANE, April 1 AAP - A man with a history of abusing boys has admitted he has been
drug affected while giving evidence at the Daniel Morcombe inquest.

The man, identified only as "person of interest seven", or P7, told the Brisbane Coroners
Court he smoked "three cones at 7am" before being picked up to come to court on Friday.

P7 said he was also under the influence of drugs when he took the stand on Thursday.

The court heard P7 had been smoking bongs in his Brisbane motel room and he had brought
the drugs with him from Western Australia.

He has denied any involvement in the abduction of Sunshine Coast teenager Daniel Morcombe,
who disappeared on December 7, 2003.

P7 said his drug use was less or on a par with that of 2003.

The Morcombe family's lawyer, Peter Boyce, asked P7 why he had smoked marijuana before
the court appearance.

"So it gives the appearance of being calm?" Mr Boyce asked P7.

"No," P7 said.

P7 told the court he smoked daily, whether he is in court or not.

"It doesn't take over. I enjoy smoking," he said.

Mr Boyce asked P7 if he was prepared to come to court "straight".

"No, I'm not prepared to give it up," P7 said.

The inquest has heard P7 was in the area on the day Daniel vanished, visiting his dealer
for "30 minutes" to buy drugs.

P7 said he showed his drug dealer a wood chipper in the back seat of his car during the visit.

The inquest heard the dealer had no memory of seeing the wood chipper.

Counsel assisting the state coroner Peter Johns said P7's alibi was worthless.

P7 has spent time in jail in Queensland and the Northern Territory for luring children
into toilets or bushland so he could molest them, the court has heard.

He began sexually assaulting small children at a swimming pool while he was at primary
school, the inquest has been told.

The court was told a psychologist thought P7's defence strategy was "denial and minimisation".

The inquest heard P7's previous sexual offences had been "unplanned and on impulse".

It heard P7 had told the psychologist drug use, unstable relationships, unstable accommodation
and lack of job security caused him stress.

Outside court Daniel's father Bruce Morcombe told reporters he thought there was a
"definite chance" P7 was responsible for his son's disappearance.

Mr Morcombe said P7's admission he was drug affected in court was bizarre.

"He'd been in the witness box a day and a half. He only had 10 minutes to go," he said.

"It seems very bizarre and clearly he has no respect for the law."

The inquest resumes at Maroochydore on Monday morning.

MELBOURNE, Dec 10 AAP - A judge's decision to jail a footy dad for four years for punching
another father has been slammed by a victim's advocate for being out of kilter with other
violent crimes.

David Lewis-Smith, 54, will serve a minimum of two-and-a-half years' jail for punching
Wayne Naughton at an under-10s footy camp at Neerim South in 2007 after an argument between
their sons.

Mr Naughton suffered two black eyes, blurred vision, facial bruising and a fractured
eye socket as a result of the assault.

Victim's advocate Noel McNamara said the sentence came just one day after three young
men were ordered to serve little more than Lewis-Smith for their role in killing 20-year-old
Nathan Roberts-Nunan.

He said it "just isn't right" that a man who injured someone could be given a similar
sentence to that of people who killed a man.

"A bloke has lost his life and the other's been injured," Mr McNamara told AAP on Friday.

"The disparity in sentences is completely out of kilter.

"This is where the community just can't understand where judges are up to and why we
must have minimum sentences for them."

Premier Ted Baillieu vowed before the November 27 election to introduce minimum sentences
for crimes such as murder, rape and drug trafficking, manslaughter, armed robbery, arson,
causing serious injury and aggravated burglary.

Victorian County Court Judge Susan Pullen said Lewis-Smith's attack on the father was
"vicious and sustained" and occurred in front of other children who were reduced to tears.

"It was a most ugly scene in front of not only adults but children including the victim's
young son," she said in sentencing Lewis-Smith, who had been found guilty of intentionally
causing serious injury.

She told the married father of four he should have known better.

"You are as a parent supposed to be setting a good example for children," she said.

The fight was sparked after Lewis-Smith's son refused to get off a trampoline and punched
Mr Naughton's son.

Mr Naughton grabbed Lewis-Smith's son by the jumper and took him to his father who
then attacked him.

Judge Pullen said she had concerns for his prospects for rehabilitation, noting his
two prior convictions for assault.

On Thursday, Nikola Andreevski, 22, John Ray Garcia, 22, and a 17-year-old youth were
jailed for a total of between five and six years for charges including manslaughter and
affray over the death of Mr Roberts-Nunan.

Andreevski will serve at least three years before being eligible for parole, Garcia
three years and nine months and the youth was given a non-parole period of three-and-a-half
years.

SYDNEY, Aug 12 AAP - A man has been charged with murder over the discovery of human
remains in NSW bushland, believed to be those of a 33-year-old woman reported missing
last week.

Police continued to search land at Pheasants Nest, south of Sydney, for more remains
of the dismembered body as a 33-year-old man was charged over the grisly discovery.

Detective Superintendent Geoff Beresford confirmed the Sydney woman has been identified
by fingerprints but would not name her as the next of kin was yet to be notified of her
death.

He did, however, confirm the accused knew the victim.

"She's a Sydney woman, she has been missing since the 31st of last month, although
she was reported missing on August 3," Supt Beresford told reporters outside Ryde police
station.

The man is due to face Ryde Local Court on Wednesday.

MELBOURNE, April 2 AAP - Victoria's attorney-general has defended the state's justice
system following the conviction of a serial burglar who brutally bashed a 91-year-old
woman.

John Kelsen was sentenced to 11 years' jail on Wednesday for attacking Rachel Williams
in August 2007, after breaking into her Broadmeadows home six times.

She died a month later, but there was not enough evidence to link her death to the attack.

It was revealed Kelsen had numerous previous convictions for burglary, theft and assault,
but he had never spent time in jail prior to his attack on Mrs Williams.

Attorney-General Rob Hulls defended the system on Thursday, saying he believed entirely
in judicial discretion.

"I wasn't privy to anything heard before that court," Mr Hulls told reporters.

"I'm not privy to the actual nature of the charges, whether or not the person pleaded
guilty. I'm not privy to background information in relation to those charges. That's why
I continue to support judicial discretion."

He was happy with the "checks and balances" that were in place in the system.

"It is entirely up to the court what sentences they deem appropriate, based on the
facts presented before them and based on the sentencing act which takes into account a
whole range of matters."

He said if a magistrate or judge got a sentence wrong, the decision could be appealed,
as happened in a "small number" of the 90,000 cases heard in Victoria every year.

"I do not think that politicians should be the one who are the judges and also the
juries and also the sentencers.

"I'm firmly of the view that an independent judiciary is the cornerstone of a true
democratic system and judicial discretion is absolutely essential."

SYDNEY, Aug 29 AAP - Electricity workers have called a snap strike, walking off the
job as the NSW government sought to patch up a multi-billion dollar black-hole created
by the failure of its original power-sell off plan.

The United Services Union (USU) said at least 1,500 workers in both the retail and
generation arms of the sector were on strike until Monday.

Call centres dealing with billing and general enquires will be unattended over the
weekend, and workers are due to meet again on Tuesday morning to decide what, if any,
further action to take.

The snap strike came almost 24 hours after Premier Morris Iemma announced he would
sell-off the state's three electricity retailers - Energy Australia, Integral Energy and
Country Energy.

Unlike his original proposal, which was rejected by some ALP MPs and the opposition,
the new plan will see power generators remain in state hands.

The move also does not require the approval of parliament.

USU general secretary Ben Kruse said power workers were furious the government was
still selling the retailers despite the privatisation issue facing defeat in parliament.

He said he had now written to the opposition, cross benches and some ALP members urging
them to recall parliament to pass legislation prohibiting any sell-off without the permission
of the parliament.

"The government has no respect for the workers, the community or the parliamentary
process," Mr Kruse said.

But Unions NSW boss John Robertson today was describing the NSW government's back down
on the sale of the generators as a victory for the workers and general community.

Mr Iemma claimed the amended privatisation proposal was one that the unions had agreed
to during negotiations over the original proposal.

The premier said that under the new sell-off plan, no jobs would be lost in the retail sector.

He also continued his attack on Opposition Leader Barry O'Farrell, over his refusal
to back the original sell-off plan, which would have netted about $10 billion for the
state.

"This is not the preferred strategy, but it is the best option to get around the 'do
nothing' approach of the opposition," the premier said.

In comparison, the sale of the retailers is expected to net about $3 billion, although
up to $12 billion must be spent on retrofitting the generators now they will remain in
NSW hands.

Credit ratings agency Standard & Poors put the NSW government on credit watch when
the original sell-off stumbled in parliament.

It has warned the state's AAA credit rating could be downgraded if the government does
not re-prioritise its capital works program.

Mr Iemma and Treasurer Michael Costa, who has declared he won't contest the next state
election, have already announced that will occur in a mini-budget to be held within the
next 10 weeks.

Opposition finance spokesman Mike Baird told Network Ten that having the state on credit
watch had already put a $20 million increase on the government's $42 billion debt.

But Mr O'Farrell told parliament the credit watch resulted from the government's inability
to manage the state efficiently.

"It's all about excuses for past inaction, excuses for past neglect, excuses for past
mismanagement," he said.

"And an excuse that when we had record revenues, instead of investing them in necessary
infrastructure, they failed to do so."

However, private sector interest in the state's power sell-off remains, with Energy
giant AGL saying it will still pursue a stake in the market.

The electricity debate caused farcical heated scenes in question time, as both sides
sought to attribute blame for the failure of the original electricity reform package.

Nationals Leader Andrew Stoner was ejected for constant interruptions but he claimed
he was simply picked on by Speaker Richard Torbay.

ADELAIDE, April 24 AAP - Drought, water restrictions and failing memories are undermining
an Anzac legacy - the loss of thousands of trees planted across Australia to honour those
who served their country.

University of Adelaide researcher and PhD student Sarah Cockerell said several hundred
avenues of honour were planted throughout the country after both world wars

The earliest was at Eurack, in south western Victoria, in 1916.

She said more than half of the avenues still standing were in Victoria but many had
been lost elsewhere because of poor management, urbanisation and natural causes.

"The few that remain in good condition form valuable heritage landscapes, with local
and national significance," Ms Cockerell said.

"The tree is a commonly used symbol of life, as well as the cycle of life, death and renewal.

"Therefore, it's only natural that trees are used as long-lasting memorials."

With the drought and water restrictions now threatening urban trees, Ms Cockerell said
the role of the community was crucial to ensuring the avenues of honour survived as long-lasting
memorials.

"These avenues were almost always planned, organised, paid for and planted by local
community groups," she said.

"They symbolise a community's grief over the losses of war as well as the community's
pride in their people and their town.

"The survival of avenues of honour is very much dependent on the value placed on them
by local community groups, including schools, churches, RSL branches and local councils.

"Whenever community support fades from lack of interest or the fading of community
memory, the trees are in greatest danger."

Ms Cockerell said new generations of Australians also had a role to play in helping
maintain, restore or renew the avenues of honour just as young Australians were helping
to reinvigorate the Anzac Day marches.

Police say four people have been charged .. and 400 thousand dollars worth of cannabis
seized .. in raids across Sydney's south-west.

Detectives swooped on houses in Mt Pritchard .. Fairfield and Greenfield Park at 7.30
(AEDT) tthis morning.

They allegedly seized 64 cannabis plants .. 12.5 kilos of dried cannabis head .. and
hydroponics equipment.

They say the drugs are worth more than 400 thousand dollars on the street.

Detectives arrested a 40-year-old man in the Mt Pritchard home .. two women aged 20
and 42 in Fairfield West .. and a 38-year-old man in Greenfield.

They were charged with various drug offences and granted bail to appear at Liverpool
Local Court on a date to be fixed.

MELBOURNE, Aug 15 AAP - Two people have been questioned over the brutal attack of a
92-year-old great-grandmother in her Melbourne home.

Rachael Williams is continuing to recover in hospital after she was attacked after
being woken up at her house at Broadmeadows on Monday.

Police said she was hit at least six times in the attack and left with head and facial
injuries, bruises and a broken wrist.

A 45-year-old Broadmeadows man and a 35-year-old Broadmeadows woman had been questioned
about the incident before being released without charge shortly after midnight (AEST),
police said.

Detectives have renewed their appeal for information and are urging anyone who can
help to contact the Crime Stoppers hotline on 1800 333 000.

A public relations consultant has told a corruption probe .. he was concerned by an
element of subterfuge .. in disgraced former West Australian premier BRIAN BURKE's schemes
to raise campaign funds for a pro-development mayor.

The Corruption and Crime Commission is examining the funding for Cockburn Mayor STEPHEN
LEE's 2005 re-election campaign.

It's suggested it ultimately came from BURKE's client .. major property developer Australand
.. which is building a 500 million dollar marina in Cockburn.

The CCC's heard from PETER HERKENHOFF .. a former consultant for Riley Mathewson Public
Relations .. where he was in charge of an account for Port Coogee Now .. an interest group
set up to push a pro-development agenda.

Mr HERKENHOFF says he almost invariably answered to CHRIS LEWIS .. the general manager
of Australand in WA .. and also fielded advice from Mr BURKE.

Mr HERKENHOFF says he became concerned when RMPR decided to assist with Mr LEE's re-election
campaign .. believing it a conflict of interest.

He says both Mr BURKE and Mr LEWIS were heavily involved in Mr LEE's campaign .. giving
advice and organising advertising and fundraising.

And he's shown the commission an email sent in March 2005 sent to him from Mr BURKE
.. detailing a scheme to use PCN as a veil for people to contribute funds to Mr LEE.

The hearings continue.

SYDNEY, Aug 30 AAP - Federal Health Minister Tony Abbott has called on his parliamentary
colleagues to explain why they have changed their mind in favour of therapeutic cloning.

Mr Abbott has singled out his Liberals colleagues Kay Patterson and Mal Washer and
the Democrats senator Natasha Stott Despoja, demanding they justify their position, Fairfax
reported today.

Mr Abbott, who is opposed to relaxing stem cell research restrictions, said not one
of the nation's federal MPs or senators supported therapeutic cloning when parliament
voted in 2002 to restrict researchers to using surplus embryos from IVF programs.

After a subsequent review led by the late Federal Court judge John Lockhart, many MPs
and senators favour therapeutic cloning.

Mr Abbot said while Senator Patterson, Dr Washer and Senator Stott Despoja are entitled
to change their minds, they should explain to the public why.

Senator Patterson said she was not being inconsistent.

"We've had a review, it's been unequivocal and I feel strong about it as he feels strongly
about it," Senator Patterson said.

NSW: Two dead, two injured in central coast car crash

Two people have been killed and two others injured in a car accident on the New South
Wales central coast.

Police say a 44-year-old man and his 42-year-old wife died after their Ford Laser collided
with a Hyundai on Sparks Road at Warnervale about 12.45am (AEST).

The woman died at the scene and the man died shortly after being airlifted to Sydney's
Royal North Shore Hospital.

Their 19-year-old daughter suffered minor injuries.

The 20-year-old man driving the Hyundai was seriously hurt and was taken to Newcastle's
John Hunter Hospital in a stable condition.

By the extent of her new home search, you would think Kathy Deatrick was a private investigator.She's not.

She's a concerned mother.

When Kathy and her husband William relocated from New Jersey with their daughter Meaghan, 6, they purchased a townhome in Streamwood.

When they outgrew that space, they faced a big decision.

The community offers eight floor plans, seven of which are modeled and available for touring.

The homes feature 1,525 to 2,782 square feet with three to five bedrooms and two to three baths.

Prices range from $155,490 to $197,490, including basements.

"We were not only impressed with the floor plans, but the fact that children attend Aurora/Oswego District 308, a highly rated school district," said Kathy.

"Having also looked at other Cambridge communities, we noticed a big difference in the quality.

Cambridge includes lots of extras as standard in their homes."

The Deatricks selected the Balsam design, base priced from $163,990. The home features three large bedrooms, 2 1/2 baths, a kitchen with breakfast area and pantry; dining room; master bedroom with private bath and walk-in closet; basement, and two-car garage.

The couple chose several upgrades, including ceramic flooring and upgraded kitchen and bath cabinetry.

They also chose 9-foot ceilings in the basement.

"We plan to finish the downstairs to create additional living space and an extra bathroom.

With most of our family living on the East Coast, we get a lot of visitors," said Kathy.

They also opted to extend the family room, creating a expansive room spanning 17-by-27 1/3 feet that includes a stone fireplace and upgraded carpeting.

"This was the focal point of the home for us, so we were very particular," said Kathy.

"We spent a lot of time with the Cambridge team reviewing and redrafting the plans, and they were very patient with us."

GCC moving towards unified traffic system.

MUSCAT: The Gulf Cooperation Council (GCC) countries are working to set up an electronic Internet-based service, or an "electronic gate" that would link traffic data across the six member countries, a source at the Royal Oman Police (ROP) confirmed yesterday to Times of Oman.

At a recent conference of the directors of traffic departments of the GCC countries, Oman had suggested introducing a "unified form" for driving licences containing sufficient background and security information to minimise fraud.

The conference, held in Abu Dhabi, aimed at addressing the common challenges, policies and procedures related to traffic issues in the GCC countries. "A working team will be constituted soon to work on the electronic gate linking the traffic systems of the GCC countries," the ROP source said, while adding that two working sessions had already been conducted to approve the proposal submitted by the UAE, for setting up of the electronic web service.

"The proposal submitted by Oman has been discussed. It (proposal) emphasises on a unified driving licence system that contains sufficient background and security information to help minimise fraud. The ROP will prepare a uniform guideline on traffic violations that are common with the GCC countries. The proposal will be submitted at the next meeting of the directors of traffic departments from GCC countries," the source said.

Fines and e-gate

It may be noted that a major chunk of the traffic exchange data among GCC countries pertains to fines and the e-gate, once it comes into force, would make it a lot easier for GCC residents to not only check online, but pay the traffic fines committed in other countries.

The ROP source said an awareness drive would soon be launched in the GCC countries in preparation for consultation and approval of the recommendations.

The Abu Dhabi meeting also agreed to continue hosting traffic safety weeks in their countries as it helps raise awareness among drivers on the need to abide by the rules, especially in the context of the move to create a common system in the GCC.

The meeting also agreed to hold GCC Traffic Week at the same time, beginning on March 11, 2012 under the slogan: 'Let's work together to reduce traffic accidents'. They agreed to continue working on the same slogan for the years 2012 and 2013, and raise a consolidated report on the campaigns, events and awareness-enhancing activities.

Ranking research.

A new approach to evaluating research papers exploits social bookmarking tools to extract relevance. Details are reported in the latest issue of the International Journal of Internet Technology and Secured Transactions.

Social bookmarking systems are almost indispensible. Very few of us do not use at least one system whether it's Delicious, Connotea, Trunk.ly, Reddit or any of countless others. For Academics and researchers CiteULike is one of the most popular and has been around since November 2004. CiteUlike [ [http://www.CiteULike.org] ] allows users to bookmark references but also embeds more conventional bibliographic management. As users of such systems quickly learn the only way to make them useful for others is to ensure that you tag your references comprehensively, but selectively.

On the whole, social bookmarking is very useful but it could be even more so if, rather than using similarity ranking or query-dependent ranking for generating search results if it had a better ranking system.

Researchers in Thailand have now proposed "CiteRank", a combination of a similarity ranking with a static ranking. "Similarity ranking measures the match between a query and a research paper index," they explain. "While a static ranking, or a query-independent ranking, measures the quality of a research paper." Siripun Sanguansintukul of Chulalongkorn University in Bangkok and colleagues have used a group of factors including number of groups citing the posted paper, year of publication, research paper post date, and priority of a research paper to determine a static ranking score, which is then combined with the query-independent measure to give the CiteRank.

The team tested their new ranking algorithm by asking literature researchers to rate the results it produced in ranking research papers obtained from the search engines based on an index that uses, TTA, tag-title-abstract. The weighted algorithm CiteRank 80:20 in which a combination of similarity ranking 80% and static ranking 20% was most effective. They found that many literature researchers preferred to read more recent paper or just-posted papers but they also rated highly classic papers that emerged in the results if they were posted across different user groups or communities. Users found good papers based on priority rating but TTA was still important.

"CiteRank combines static ranking with similarity ranking to enhance the effectiveness of the ranking order," explains Sanguansintukul. "Similarity ranking measures the similarity of the text (query) with the document. Static ranking employed the factors posted on paper. Four factors used are: year of publication, posted time, priority rating and number of groups that contained the posted paper."

"Improving indexing not only enhances the performance of academic paper searches, but also all document searches in general. Future research in the area consists of extending the personalization; creating user profiling and recommender system on research paper searching." the team says. The experimental factors that emerged from the study, can help in the optimization of the algorithm to adjust rankings and to improve search results still further.

GOOGLE AS DISRUPTOR OF CONVENTIONAL BUSINESS

People look at Google as the Tom Sawyer of business. You get to eat the apple when somebody is painting the fence. Your revenue is driven by content that is free. I don't think that is a fair characterisation. Think about this: About four exabytes of data (an exabyte is one billion GB or roughly 40,000 days of video programming) was created prior to 2005. Last year, that number was 270 times that. The point is that a majority of the world's information is coming in digital form. Now, there are people who develop the content, people who create the content, and then there are people who help other people find it.

...That's where Google comes in? Yes. What's a music company? A music company doesn't sing. It finds a talent and makes it accessible around the world. What are broadcasters? They collect other peoples' content and enable people to access it. Are they adding value in the process? Yes, they are. I think the biggest tragedy will be if great content is created but it cannot be found.

Are you conceptually challenging the existing media? Conceptually, the Internet is challenging the media. It is forcing us to rethink traditional media models. That will happen with or without Google in the mix. If we didn't exist tomorrow that won't mean people are not going to post videos online or watch content online. There are other search engines. I don't think the fundamental behaviour of users changes whether Google is in the mix or not.

You can look at us as an accelerator or enabler. So with Google News, we are helping people find news. There are many newspapers who come to us and say "Thank you very much, I find 10-20 per cent of my traffic from Google News . Google doesn't make any money on this. It sends the people back to your website. Google increases the discoverability of your content. You make mental transition from "Oh ****, the world is changing, my business model is challenged to "Wow, my business is benefiting because I can do this much more cheaply and efficiently , you go from "Oh ****! Google is bad to "Google can help me!

After print and music, Internet or somebody may say Google, through YouTube is challenging television now... I don't think the video industry will make the same mistakes as the music industry. It will make new ones. Even today, if you want to release a video globally you need to get permissions from hundreds of different publishing authorities and it is still a quagmire ...

WHAT REALLY IS GOOGLE?

An Internet-service provider. A media company. A software company. What really is Google? In its DNA, Google is a technology company. If you talk to Larry (Page) and Sergey (Brin) or Eric (Schmidt), they're all technologists. They get excited about trying to solve large-scale technology problems around the world. We don't discuss business models or revenue potential ....Google Search is a by-product of Larry and Sergey's vision to organise the world's information. Today, with billions of sites around the world, to be able to give a sub-second response to a query requires a lot of technology, a lot of computing and a lot of computing power. There is audio, there is video, there are structured and unstructured databases. To parse through all that is a hugely complex task.

So, innovation is what really drives Google? Yes. For instance, I don't know when was the last time we had innovation in mapping business. Look at Google Street View, nobody would have actually thought of that. I was travelling with Larry on a plane on a clear day, and looking at the landmass below he was calculating how long it would take a fleet of cars to map every mile of every road in the US perhaps 500 cars in six months or thousand cars in three months? That's how his mind works. That's how Google Street View was born, because Larry thought that it would be cool to not just look at a map but see how cool it would be to look at where you're driving. That's how technological challenges are born. One day he decided that the software on a phone wasn't that efficient and that is how Android was born.

Google is becoming a byword for globalisation. What does that say about the company? The cycle of technology adoption is getting shorter. Radio took may be 100 years to be adopted, television took less than that, but Google took 10 years, YouTube five and Facebook just three. Our ability to adopt a technology is constantly growing. Broadband connectivity has hastened the process now. That's why, I think, Google in some places is synonymous with the Internet. And Internet with globalisation.

For a company which has been in existence for 10 years, has had revenues for 7 years and has really scaled globally only after it became public in early 2005, I think it's a huge testament that one can scale a business to so many countries in the world so fast.

When engineers come to you with a great idea do you ever find yourself saying, hold on, we have to figure out a way to make money on this? Let me try and explain the process at Google. We have a lot of engineers, and Larry and Sergey have this fundamental view that so far works. They believe that we have to spend 70 per cent of our time working on our core search business that is our bread and butter. Twenty per cent of our time is spent on related technological projects and the remaining 10 per cent on whatever one wants to do.

Take Gmail, for instance. This is how it would have been developed. This young guy wants to design an e-mail product. At most companies his proposal would be shot down because there are already so many other email products. At Google, we said OK, here is a bunch of engineers, go pitch your idea to them. I might be dramatising for effect, but you present your idea to a bunch of people in the room and people keep leaving. The last few people in the room might say that this is a great idea and that "I'll work with you .

The guy designs Gmail, and then goes to the IT guy who runs the operations and says that "I would like to use server capacity. The IT guy tells him that "I only have so much capacity, so you have to limit the number of users . That's how Gmail gets launched as "by invitation mail service. As it turned out, "by invitation mail meant not only initially limiting the number of users but also no spam because you got Gmail only from a known member. How Gmail succeeded later we all know.

When do you think of making money from a product? We understand that some of the products may make money, some of the products may not make money and some may make money many, many years later. But an interesting perspective that I have found at Google, something that stimulates me, makes me love what I do, is Larry and Sergey's view that until you get a lot of people excited about a product and get them using it, what is the point of talking about monetisation? Even with search, until we got a lot of people using it we couldn't figure out search advertising. Even then, we said let the people using the ads decide the price. Originally, we started the way TV and print sell ads.

We also have a product launch philosophy: Launch early and launch often. Larry's view is there is no point in putting 600 people into a warehouse and shutting the door and having them coming out three years later with a "great product saying it has got 50,000 features of which probably 49,500 will never be used. He believes in trying different things and then seeing what works. Google is the only Internet business which tries to get the users off our pages as quickly as possible. Every other business talks of engagement, eyeballs, how long you can keep them within your site. We say: Get off our page as quickly as possible and then you will come back.

FREE YET PROFITABLE

Will all Google products always remain free to users? You have to remember that Google's mission is to organise the world's information and make it universally accessible and useful. Having started with a commitment to increasing access to information, our consumer offerings have to be almost all free. There are a few products we charge for but in the main they are free.

It's a matter of perspective. For example, should we charge for the Android operating system for phones? Probably not. But guess what? We may get 20 times the number of searches from Android than we do from other phones. And that's going to create more monetisation opportunities for us on search. So, do I really have to charge for Android? No. Sometimes, people lose this perspective.

What challenge does a free-to-customer model pose to you, who has to earn money for the company? That's not how we look at things. We look at what problems we can solve for our users and then figure out the money side of things. If you worry about money first then you are not focussing on what is right for the user. We've also found that the right sort of advertising, which gives users relevant information at the right moment, is actually helpful and generates revenue. So, a product can be both free for the user and generate revenue for Google, which is a model that has worked well for us.

A key attraction of Google for the users was the absence of display ads. Will making YouTube profitable entail Google having to accept display ads? We've already embraced display ads, and not just on YouTube. But it's all about understanding which ads are best suited for a given type of content. On our search results pages, we've found that the keyword-linked text ads provide the best experience for users and advertisers. In other contexts, contextual or interest-based display ads are a great option. We give advertisers and publishers these options and data to make the most of those options.

Google's sources of revenues remain skewed towards the US and Europe. How do you plan to build viable business in the smaller markets like India? Building viable businesses for Google anywhere is dependent on our ability to build great products for consumers and having great relationships with our partners and customers. It's true of India just as it is true of the US. But we, of course, have a big advantage with Google in India we have years of trial and error elsewhere to learn from. I do think India will progress on mobility and the PC, perhaps simultaneously, which requires us to work effectively on both fronts in this market.

BEING A GOOGLER

Google is supposed to change the mindset with which people work. What is the Google culture in your words? We actually predefine the values under which we want to operate. There are some very fundamental principles on the back of which Eric would like to operate. Cool offices and free food, that's not culture, that's a way of creating an environment where people flourish. We want to create an entrepreneurial environment .... We at Google work for the employees, we don't work for the management. Just yesterday, I interviewed a person for a new position, and I am wondering if this person will bring way too many preconceived notions from his past life that may make it harder for him to adapt to the way we think. People tend to define success as something that has worked in the past.

Things like being able to bring kids or pets to office ...are those meant to get employees spend long hours at work or you just want people to be comfortable? The way you're saying it seems to suggest that it is an explicit strategy of some sort. It isn't. These things come from the employees. They ask, "Why am I not allowed to bring my pet to the office? We say: Why not? You are a smart guy, you won't bring your kid or pet to the office every day. So, go ahead. Of course, there have been instances of pets getting lost in the office. In the New York office, an employee lost his pet python, and the Wall Street Journal ran a story with the headline "Google Searching .

GOOGLE, NIKESH & amp; INDIA

How was it for you to transition from a company that first made business plans and then products to a company where products come first and foremost? When I joined about four and a half years ago, we were in nine markets across Europe, and we didn't know how the company was going to scale. It made $3 billion in 2004. I had to sit down and figure out how we were going to scale. There is so much room in search, so much better return on investment relative to direct mail or even some print advertising. I spent 3-4 years working with the teams and getting business around Europe and making that an $8-billion business.

What is your role in Google today? One part of my job is to monetise the existing businesses that we have: search, display and even YouTube. I sort of act part counselor, part executor, part evangelist internally like (I tell people) if you design a product this way it will be easier for us to sell it or if you do it this way it will be easier to get partnerships. For example, YouTube is all about partners, we have 500 partners globally. Another thing we do collectively as a team is look at the various products of the company and see how those can be monetised.

Being an Indian what do you think you can do differently in India? How big is India in Google? India is big strategically, but small in real money terms. I think the opportunity in India is such that we may end up becoming a cloud computing nation, and skip through the idea of having lots of software on your PC, which is how the West has evolved. But I am disappointed in terms of infrastructure. What we have achieved in mobile telephony, I wish we could have achieved in broadband too. Google may be synonymous with the Internet, but it is not Internet. I can make things work once there is broadband connectivity. But I cannot make the broadband connectivity work.

Strategically, it's a fascinating market. Indians are very tech-savvy; they adapt to new things very quickly. It is also a very innovative market; people try to find different ways to get the things done, whether it is right or wrong. There is inbuilt creativity and innovation. In fact, it goes back to a Google principle as well scarcity breeds creativity. Larry and Sergey will never fund a project with extra resources. A project with too many resources will create several redundant things with too many bells and whistles that nobody will ever use. If I give you less (number of) people, you will be very focussed on what needs to be done. India works the same way, scarcity brings clarity and breeds creativity.

In China you are not the dominant Internet player. Are you scared India could be another China for Google? We are never scared. India is a large consumer market, it's democratic and where consumer choice is respected. Google is happy to operate in markets where the consumer is in charge. We want to build great products and we want people to love those products. If people tell us ours is a bad product, I don't have a problem in reworking my product. We need competition. That's what creates evolution. Google Search was not the first search engine in the world. Google Maps wasn't. As Larry says, we will shut down products if there isn't anything innovative or exciting about them.

Do you ever wish Twitter should have come out of Google? Of course. We had Google Video, but we decided to acquire YouTube when it had become a huge phenomenon. There's something about two guys in a garage (that's where YouTube and so many Silicon Valley companies were born). Who is to know if two people in a garage are building something somewhere that will challenge us.

Does Nikesh bring extra India input into Google? There is always a subconscious material that comes to any conversation based on people undertaking it. It is not explicit, though. I am in India three times a year and I'm on the board of Bharti. There is a different level of understanding, a different perception. There is always an unintended positive consequence which will happen. I think the management team in Google is cosmopolitan enough and not fixated on short-term goals.
